Even those touting Michael Phelps as the greatest all-around swimmer ever concede he is no sprinter.

An NCAA system favoring short course swimmers and awarding of college scholarships to foreign sprinters are cited as factors in the decline of America's 100-meter freestylers.

Further evidence of talent worldwide is that six foreigners were among eight finalists in the 100-yard freestyle at this year's NCAA Championships.
